JAPANESE PLANS FOR NEW ORDER TREATMENT AS VASSAL STATE. SILENCE REGARDING OPEN DOOR. By Telegraph—Press Association—Copyright. TOKIO, December 1. The Japanese plan for a new order in the Far East, several times referred to by Ministers, means mutual aid politically, economically, and culturally, and the abandonment of maxims which, hitherto have been regarded as sacrosanct in relation to China and Manchukuo. Commenting on this, Mr H. Arita, who is taking over the Foreign Ministry, did not repeat assurances to the Ambassadors that Japan would adhere to the open-door policy.
Recent authoritative utterances suggest that China will play the role of an agricultural country, supplying raw materials to Manchukuo’s heavy industries and coal and iron to Japan, who will be her general mentor and military protector.
