An Imperial conference has sanctioned the policy of creating a new “Order of the Far East.” The Japanese believe that the major fighting has finished. HONG KONG BORDER. JAPANESE TROOPS WITHDRAW. (Received This Day, 11.40 a.m.) HONG KONG, November 30. The Japanese have withdrawn from the border and gone back to Canton.
