REPLY TO AMERICAN PROTEST JAPANESE POLICY IN CHINA. PROMISE OF RESTORATION TO NORMAL. By Telegraph—Press Association —Copyright. (Received This Day. 9.20 a.m.) TOKIO, November 18. In reply to American protest against violation of the open door in China, the Japanese Government promises a restoration of trade to normal as soon as possible. The present rate of exchange, it is stated, is necessary to prevent exploitation of the disparity between the Federal and the old Chinese currencies.
