CZECHS FORM NATIONAL GOVERNMENT GENERAL SIROVY DEFENDS DR. BENES. EXTENSION OF AUTONOMY. By Telegraph—Press Association—Copyright. PRAGUE, November 18. General Sirovy, the Premier, announcing the formation of a national Government under “reliable and honourable men,” declared that ex-Presi-dent Benes was not responsible for the dismembering of the country. He stressed the fact that changes were compelling the acceptance of a new foreign policy, and emphasised that Czechoslovakia would try to find new friends while living peacefully with Germany. He added that he had drafted a Bill autonomising Slovakia and Ruthenia, pending the enforcement of the new constitution and providing that' the President cannot be elected with a Slovak majority, secret manhood suffrage and proportional representation. The Czechoslovak Parliament was meeting for the first time since the annexation. Slovak and Ruthenian Ministers sat on the Treasury benches.
