General Smuts, broadcasting to England, said reform of the League was the only escape from nameless horrors in the future. Mr Chamberlain had saved peace, but had to invite himself and expose himself to severe criticism, and even humiliation, which would have been avoided if it had been possible to use the League Council. The policy must therefore be back to the League. There should be a standing committee of the Great Powers who were members of the Council to advise when peace was menaced.
