REVISION OF REGULATIONS IN NEW YORK By Telegraph—Press Association—Copyright. WASHINGTON, November 1. The Securities and Exchange Commission, after a conference with officials of the New York Stock Exchange, announced today '-a thorough revision of the exchange regulations designed to make impossible any repetition of the Whitney scandal. The revision will include increased capital requirements, a ban on loans from members of the exchange to officials, and a system of surprise audits.
