The “Daily Telegraph” welcomes Viscount Runciman’s appointment, pays a tribute to Lord Hailsham’s services and regards the choice of Sir John Anderson as significant and propitious. The newspaper adds that nobody is better qualified to correct the lack of drive in air raid precautions. The “Telegraph” goes on to cite correspondents who point out that national register and national service are essential for security and to advocate the creation of a Ministry of National Service, responsible for the whole organisation of civilian defence and covering the entire population. IMPENDING DEBATE. GROUND LIKELY TO BE COVERED. (British Official Wireless.) (Received This Day, 1.40 p.m.) RUGBY, October 31. The Prime Minister, Mr Neville Chamberlain, will make a statement in the House of Commons tomorrow, outlining plans for rectifying defence weaknesses, but he is unlikely to attempt a detailed explanation of future steps for appeasement, with which he may point out rearmament does not conflict. The “Telegraph’s” political correspondent says the Opposition will open the debate with an examination of the “political and economic consequences of the Munich conference,” Mr C. R. Attlee speaking first, Mr Chamberlain replying, probably at 4.40 p.m. and the debate resuming on Wednesday. The Socialist censure motion is based on charges of inadequacy in civilian defence and will be debated on Thursday.
