BRITISH FOREIGN POLICY ATTACKED BUT CO-OPERATION OFFERED IN EMERGENCY DENUNCIATION OF MUNICH AGREEMENT By Telegraph—Press Association—Copyright. (Received This Day, 12.15 p.m.) LONDON, October 18. A Liberal Party manifesto attacks the Munich agreement and declares that Mr Chamberlain’s policy has produced an armed and precarious truce, necessitating a collpssal and instant expenditure on arms and also a surrender to Germany, resulting in her dominance in Europe, with an inevitable menace to the freedom of democratic countries and the breakdown of a combination of Powers able to stem agression without war and without surrender. Nevertheless the Liberal Party, because of the emergency is ready to subordinate party considerations, and to co-operate with all realising the gravity of the time. It appeals to all to work for peace, freedom, and the defence of liberal civilisation. ARMS & SECURITY DECLARATION BY BRITISH MINISTER PROTECTION AT HOME AND OVERSEAS (Received This Day, 11.55 a.m.) LONDON, October 18. Earl Winterton told a public meeting that Britain was rearming because she must have adequate forces to protect herself, her overseas possessions and her trade, while other nations had immense and powerful armaments.
