Addressing the Association of British Chambers of Commerce, Sir Granville Gibson said: “If the Dominions carry out a self-sufficiency policy and reduce imports of manufactured goods from Britain, we may be compelled to reduce primary imports from them. If we increase our imports, they must take more manufactures. ■ It is a problem for discussion by a conference.”
