MANDATES TO BE RETAINED (Received This Day, 9.30 a.m.) TOKIO, October 5. A Foreign Office spokesman stated that Japan will retain her mandates despite her severance of relations willthe League of Nations, as the mandates were derived, not from the League, but from the Five Power Conference.
