FOREIGNERS IN SPAIN
WITHDRAWAL PROPOSALS YET ANOTHER APPROACH TO FRANCO. APPROVED BY FOUR POWERS. (Received This Day, 1.15 p.m.) LONDON, October 4. The diplomatic correspondent of the Australian Associated Press says Mr Hemming, Secretary of the Non-Inter-vention Committee, is leaving for Burgos before the weekend to explain fully plans for the withdrawal of volunteers from Spain. Official quarters have confidence that he will succeed in persuading General Franco to reconsider his previous rejection of the plan. Italy and Germany, in addition to France and. Britain, have expressed full approval of Mr Hemming’s visit. Only Russia is not enthusiastic.
