MEETING OF PARLIAMENT IN GREAT SECRECY PLANES ON GUARD OVERHEAD. NEED FOR THE WITHDRAWAL OF FOREIGNERS. By Telegraph—Press Association. Copyright. (Received This Day, 11.50 a.m.) LONDON, October 2. The “Daily Telegraph’s” Barcelona correspondent says the loyalist Parliament met on September 30 and October 1 in the greatest secrecy. The first meeting was in the nine century old monastery of San Cugat del Valle, near Barcelona. Another meeting followed in the board room of the Provincial Bank at Sabadell, 170 of the 470 members participating. Patrols of aeroplanes manoeuvred overhead to guard against attack. The Premier, Senor Juan Negrin. emphasised the necessity of a cessation of foreign intervention in order to allow Spaniards to arrange their own affairs. He said there could be no armistice while intervention continued, but once foreign forces were withdrawn the situation would change. He had supreme faith in Spain’s power of recovery if her enemies ceased their warfare before the country was exhausted.
Representatives of the Catalan and Basque parties offered full collaboration to the Government. An ex-Minister, Senor Irujo, urged the reopening of Catholic churches. Parliament, at its Sabadell meeting, adjourned indefinitely, after approving a Budget estimating expenditure at 8,403 million pesetas and income at 8309 million pesetas.
