PENALTIES IN RUSSIA
ORDERS AND GIIIZ.LNSHIP CANCELLED KRYLENKO UNDER ARREST (Received This Day, 12.30 p.m.) MOSCOW, September 30. The Government, without explanation, has deprived 416 persons, including 219 women, of citizenship, and has also cancelled 92 Orders of Merit, including that bestowed on M Krylenko, ex-Commissioner of Justice, who is under arrest.
