STATEMENT BY LITVINOFF MUNICH AGREEMENT ATTACKED STRONGER ACTION URGED AGAINST JAPAN. (Received This Day, noon). GENEVA, September 30. M. Litvinoff attacked the Munich agreement in the League of Nations Council, declaring nat it would encourage aggression. He regretted that the authorisation to individual League members to apply sanctions against Japan did not go further. The Soviet was willing to go further in aiding China against Japan, but had to be content because others were unwilling to take stronger action.
