JAPANESE FOREIGN MINISTER RESIGNS DISPUTE OVER AUTHORITY IN CHINA. ARMY ACTION RESENTED. TOKIO, September 29. It is authoritatively learned that the Foreign Minister, General Ugaki, has resigned. His resignation is the result of a dispute between the Army and the Foreign Office, concerning the authority and the functions of a projected central bureau for handling Japan’s affairs in China. The Foreign Office expressed the opinion that the bureau, as designed by the Army, would seriously impinge on the diplomatic field. NO CHANGE IN POLICY. READJUSTMENT OF POSTS. LONDON, September 29. The Prime Minister (Prince Konoye) temporarily combines the 'Foreign Affairs portfolio with the Premiership. The Vice-Foreign Minister will be Mr Tadao Matsumoto and the Foreign Office Counsellor Mr Shigeaki Haruna. Two diplomatic advisers have also resigned. The Government’s policy is unchanged.
