WITHDRAWAL ORDERED BY GOVERNMENT ANNOUNCEMENT BY SENOR NEGRIN LEAGUE ASKED TO APPOINT COMMISSION (Received This Day, 9.20 a.m.) GENEVA, September 21. The Spanish Prime Minister, Sencr Juan Negrin, has announced that the Republicans have decided to order the immediate withdrawal of all nonSpanish combatants fighting for .the Government. The decision is applicable without distinction cf nationality, including those who have assumed Spanish nationality since the outbreak of war. Senor Negrin asked for the immediate appointment by the League of Nations of an in’.ernational commission, to surpervise the withdrawal.
