LEAGUE COUNCIL AGREES TO INTERVENE NOTIFICATION TO TOKIO. ACTION UNDER COVENANT. (Recd. This Day, 9.4 a.m.) GENEVA, September 19. The League Council granted China’s request for the application of Article 17 of the Covenant. The Council has telegraphed, inviting Japan to accept the League’s jurisdiction in the Chinese-Japanese dispute. The League, in default of acceptance, can proceed under the Covenant to apply Article 16, dealing with sanctions.
