APPEAL FOR CALM

LORD RUNCIMAN’S RETURN TO LONDON PRESIDENT CLOSES CZECH PARLIAMENT. PERMANENT COMMITTEE CONSTITUTED. LONDON, September 16. President Benes closed the session of the Czech Parliament today earlier than was expected. A permanent committee of 16 deputies and eight senators will have legislative powers until the next session in October. A communique issued by the Runciman commission states that Lord Runciman is going to London at Mr Chamberlain’s request for consultation in connection with the Berchtesgaden conversations. He will be accompanied by Mr Ashton Watkin, his economic adviser. Meanwhile Lord Runciman appeals to all parties to refrain from any action which might aggravate the situation, pending further consultations between Herr Hitler and Mr Chamberlain.
