Ivan Maisky, informed Lord Plymouth that Russia would not grant further concession to General Franco and also did not agree with the visit of the Secretary, Mr Hemmings, to both sides to discuss the withdrawal of volunteers. If the Non-Intervention Committee wished to make personal contact, the Spaniards should be asked to send representatives to London.
