The entire Atlantic fleet of 62 warships is in harbour, fully stocked for a threemonth cruise and able to leave at a moment's notice. Naval arsenals are taking on extra staffs. ATTITUDE OF JAPAN TOWARDS EUROPEAN WAR. REPORTED GERMAN INQUIRY. (Recd This Day, 11.30 p.m.) LONDON, September 9. “The Times” Tokio correspondent says the German Ambassador discussed the European situation and its possible development with a member of the Government, who, it is understood, disclosed the Japanese attitude, namely aloofness from the opening phases of a European war and intervention later under certain contingencies connected with the military position and Russian strength.
