FRENCH NAW AT STATIONS MILITARY PREPARATIONS ALSO COMPLETE. CONSTANT WATCH ON FRONTIERS (Recd This Day, 11.55 a.m.) PARIS, September 9. The French Navy is ready to sail at a moment’s notice. Its effectives are stationed at Toulon and Brest. Military preparations are equally complete and are believed to be on a larger scale than is officially admitted. Observation balloons command the whole area for miles round the frontier. The Mediterranean Fleet is at Toulon with steam up, standing by. Officials refuse to discuss projected fleet movements. Sailors are flocking into Brest after being recalled from shore leave.. The entire Atlantic fleet of 62 warships is in harbour, fully stocked for a threemonth cruise and able to leave at a moment's notice. Naval arsenals are taking on extra staffs. ATTITUDE OF JAPAN TOWARDS EUROPEAN WAR. REPORTED GERMAN INQUIRY. (Recd This Day, 11.30 p.m.) LONDON, September 9. “The Times” Tokio correspondent says the German Ambassador discussed the European situation and its possible development with a member of the Government, who, it is understood, disclosed the Japanese attitude, namely aloofness from the opening phases of a European war and intervention later under certain contingencies connected with the military position and Russian strength.
