AMENDMENTS IN NEW SOUTH WALES SYDNEY, September 9. The Amended Gaming and Betting Bill, which prohibits off-the-course, or starting price, betting, passed the Legislative Council today and received the Royal assent. The Bill makes illegal the dissemination of bettings odds or information before the start of the last race by any person not on the racecours,e. Certain wireless stations are thus directly affected. Heavy penalties are also provided against professional tipping. Amendments to the Bill include one prohibiting the publication of the starting price before the last race by newspapers as well as by wireless stations.
