PROPOSAL AT RELATIONS CONFERENCE. ESTABLISHMENT OF COUNCIL AND BOARD. SYDNEY, September 9. During discussions at the British Commonwealth Relations Conference, the establishment of an Empire Economic Council was suggested and also that of an Empire Investing Board, to direct capital to places where it was urgently needed and could best be used.
