WITHDRAWAL PROPOSALS. (British Official Wireless.) RUGBY, September 5. Lord Plymouth, chairman of the Spanish Non-Intervention Committee, returns to London tomorrow. It is likely that he will have discussions with leading members of the chairman’s sub-committee to ascertain their views and those of their Governments on the suggestion that the secretary of the committee should visit the two sides in Spain with a view to explaining in full the British plan for the withdrawal of volunteers.
