Opening the Zionist Conference, Dr Weizmann declared that the Evian Refugees’ Conference had been tragically inadequate and that the only permanent solution of the Jewish problem lay in Palestine, where the. Jews refused any settlement which did not provide for large scale Jewish immigration. He appealed to Arabs to cooperate in the peaceful development of Palestine.
