A sharp rise in Czech bonds suggests that war fears are waning. NOT OPTIMISTIC BRITISH OFFICIAL OUTLOOK (Recd This Day, 1.2 p.m.) LONDON, September 1. • The “Times” says the spirit of optimism is not reflected officially in Britain, where the gradual approach to a crucial period has increased and not lessened concern.
