MEASURES IN ITALY. PENALTIES ON BACHELORS. (Recd This Day, 12.30 p.m.) LONDON, September 1. The “Daily Telegraph’s” Rome correspondent says Cabinet has created a superior council for the increase of purity in the Italian race and has decided to intensify maternity and child welfare institutions. It is further decreed that a bachelor of thirty employed in the civil service cannot be promoted if there is a married man of twenty-six due for promotion. Private .firms and semi-State institutions must introduce similar measures. Women employees ;of the State are reduced to ten per cent.
