BY THE CONTENDING PARTIES IN SPAIN. BRITISH COMMISSION READY TO ACT. (British Official Wireless.) (Recd This Day. 9.40 a.m.) RUGBY, August 24. The British commission for the exchange of prisoners in Spain arrives at its Toulouse headquarters on August 31. The commission will then await exchange proposals from the contending Spanish parties, to be submitted through the liaison officers, Mr'Cowan and Colonel Moseley, who are already in Barcelona and Burgos, respectively.
