STILL HELD BY GERMANS. EXPLANATION REFUSED. (Recd This Day, 1.30 p.m.) LONDON, August 19. The “Daily Telegraph’s” Berlin correspondent says the authorities still decline to make a statement regarding Captain T. Kendrick’s arrest. He is allowed to receive gifts, but not to send messages.
