BLUFF AND BLUNDER FRENCH VIEW OF GERMAN MANOEUVRES .PARIS, August 17. The “Petit Journal” says -that the German manoeuvres are a sensational bluff and a sensational blunder, and adds that Paris and London will not yield to blackmail under threat of war.
