REASONS FOR ARMAMENTS INCREASE PREPARATIONS TO MEET FASCIST ATTACK ESPECIALLY IN FAR EAST MOSCOW, August 12. M Bulganin, chairman of the Council of People’s Commissars, referring to the increased Soviet defence appropriations, said today: “The growing menace of Fascist aggression obliges us to strengthen our military power to the utmost, especially on the Far Eastern frontier.”
