It is reliably stated that General Franco assured Sir Robert Hodgson. .(British Agent at Burgos) that the intricate nature of the document was the only reason for delay in replying to the British plan for the withdrawal of foreigners from Spain, and not any lack of goodwill.

The Spanish Government’s anxiety at the delay in General Franco’s reply regarding his attitude to the plan for withdrawal of volunteers has been conveyed to Britain by the British representatives at Barcelona.
