JAPANESE IN DIFFICULTIES IN NORTH CHINA WITHDRAWAL OF TROOPS HEAVY RAINS AND SHORTAGE OF FOOD (Recd This Day, 9.45 a.m.) PEKING, August 5. The Japanese suffered severe reversals in North China, where large scale hostilities appear to have halted. It is authoritatively stated that 20,000 troops are being withdrawn. Guerillas have captured nine out of twentytwo counties in East Hopei. The Jap-anese-appointed magistrates are reported to have fled and members of the armed peace preservation corps have joined the guerillas. The Japanese difficulties are due to insufficient food for the troops and heavy rain.
