STARACE OUTLINES POLICY LIMITATIONS IMPOSED ON JEWS. MAY NOT PARTICIPATE IN STATE AFFAIRS. By Telegraph—Press Association. Copyright. (Recd This Day at Noon.) ROME, August 1. The General Secretary of the Fascist, Signor Starace, has ordered the colonial, political and scientific sections of the Fascist unions to study racialism. The “Regime Fascista” declares that law-abiding Jews may live freely in Italy. They will not be treated as enemies, but may not participate in State affairs.
