The international conference on the bombing of open towns, which is attended by 850 delegates from 30 countries, ’including Britain, in a resolution today deplored the world-wide disrespect for treaties and the disinclination to limit armaments and support collective security. The conference urged the observance of the League Covenant and asked President Roosevelt and his Cabinet to take the initiative. It also demanded the unhindered supply of anti-aircraft armaments and the provision of financial aid to those countries which were the victims of agression, coupled with an embargo on petroleum and metals against the aggressor countries.
