(Recd This Day, 9.40 a.m.) COPENHAGEN, July 24< The signatories to the Oslo convent 1 timi, namely Belgium, Denmark, Norway, Sweden, Holland, Luxemburg and Finland, have issued a communique, stating that the international situation is disquieting and that in view of this the signatories to the convention are ready to support all impartial efforts toward reconciliation. They are convinced of the advisability of participating in the League of Nations, provided the sanctions system is made non-obligAtory. It is hoped that the League will strengthen its efforts to prevent conflicts.
