EXCHANGE OF PRISONERS
NEGOTIATIONS IN SPAIN. (Recd This Day,’ 11.45 a.m.) LONDON, July 20. . Attempts to negotiate the largescale exchange of Spanish prisoners, hitherto frustrated, are shortly being made when a neutral commission is going to Spain under the leadership of Field Marshal Chetwdde and two other commissioners, one each chosen by General Franco and the Spanish Government.
