ARRESTED BY THE FRENCH POLICE. ON EVE OF ROYAL TOUR. (Recd This Day, 11.55 a.m.) LONDON, July 17. ■ The “Telegraph’s” Paris correspondent says a German, named Oscar Bruckrnann, has been arrested at Corbie. He had been staying recently near Villers BYetonneux and is suspected of espionage, as he received large sums of money, although he was not working.
