BRITISH MINISTER’S VISION OF TOMORROW NEED OF ENCOURAGING OVERSEA INDUSTRIES. IN ORDER THAT DOMINIONS MAY BECOME NATIONS. (Recd This Day, 1.25 p.m.) LONDON, July 15. The Secretary for the Colonies (Mr Malcolm MacDonald) addressing the London Chamber of Commerce, envisaged a British Commonwealth of Nations comprising six first-class powers instead of one, exercising a still greater influence for peace and freedom. Mr MacDonald added that Canada, Australia, New Zealand, South Africa and Eire composed with Great Britain an Empire of six sovereign
nations, which exerted a great influence on world affairs, but this group had not anything like achieved full maturity. Consequently British world influence was still comparatively limited. If one looked a century ahead, when the Dominions became first-class powers .associated with the British Commonwealth of Nations, the British peoples would have a decisive influence, on the history of mankind. Our policy should be to encourage the development of the Dominions until each attained first-class status, which involved supporting many more Millions than today. Population was the basis of power. The Dominions would never Become great simply by pastoral and agricultural expansion. They must develop secondary industries, which British Chambers of Commerce must welcome.
