INTERNATIONAL INQUIRY IMPRACTICABLE BRITISH COMMISSION GOING TO SPAIN STATEMENT IN THE HOUSE OF COMMONS (Recd This Day, 12.40 p.m.) LONDON, July 13. In the House of Commons, the Prime Minister (Mr N. Chamberlain) said that for various reasons he found it impossible to arrange for the formation of an international commission to inquire into aerial bombardments in Spain. The Government proposed to despatch a commission of two British members at the earliest possible moment. '
