EMPIRE DEVELOPMENT

PERMANENT COUNCIL APPOINTED I CO-ORDINATION OF EFFORT. APPROACH TO DOMINIONS URGED. By Telegraph—Press Association. Copyright. (Recd This Day, 12.50 p.m.) LONDON, July 11. An amendment by Scottish Nationalists that migration be delayed until the needs of Scotland had been attended to, particularly as regarded depopulated areas, was defeated.
