(Recd This Day, 11.30 a.m.) LONDON, June 28. “The Times” Berlin • correspondent says that, supplementing its recent labour conscription decree, the Government has taken control of all wages, establishing minimum and maximum standards and supervising working conditions, in order, by levelling wages, to overcome the difficulty of manning State projects when private rates exceed State rates. Labour may compulsorily be enlisted, but 'this is not at present contemplated, owing to the possibility of antagonising public opinion.
