WITHDRAWAL OF VOLUNTEERS FROM SPAIN BEFORE AGREEMENT TAKES EFFECT. COUNT CIANO’S PROPOSAL REJECTED. By Telegraph—Press Association. Copyright. LONDON, June 20. The “Daily Telegraph” says that the British Cabinet has rejected the Italian request for ratification of the AngloItalian pact without awaiting the withdrawal of volunteers from Spain. A message from London yesterday stated that Count Ciano, Italian Foreign Minister, had indicated to Lord Perth, British Ambassador in Rome, that Italy would welcome a modification of the clause in the Anglo-Italian pact preventing its implementation until the Italians are withdrawn from Spain. The delays in withdrawing were attributed to the slowness of the Non-Intervention Committee and the obstruction of other countries, notably France.
