FRENCH EXPANSION PLANS. DELIVERIES FROM AMERICA IN NOVEMBER. PARIS, June 2. M. Dechambre, French Air Minister, told the Air Committee that the Government was ensuring a strength of 2,600 planes, of which 900 would be fighters, before April 1940. Deliveries of American planes would begin in November and be completed in April.
