GERMANY NOT ACCEPTING RESPONSIBILITY. LONDON, May 30. The Berlin correspondent of '“The Times” says that the negotiations of Sir Frederick Leith-Ross, chief-econo-mic adviser to the British Government, with the German Economic Ministry have disclosed that Germany refuses in principle to recognise guaranteed Austrian loans as German obligations. which suggests that something might be paid, but no offer is yet forthcoming. The Germans mentioned several precedents for their attitude, including Britain's not accepting responsibility for Boer debts after the African War, but it can be pointed out that Germany did not regard the anschluss as a conquest.
