THE FLAT RATE SCHEME. (Recd This Day, 11.15 a.m.) LONDON, May 24. Lord Pender, presiding at the annual meeting of Cables and Wireless, announced an offering to redeem small holdings at par. The directors hoped that a flat rate scheme would place the company on an enduring basis and be advantageous to all parties concerned.
