CITY FUNDS
FRAUD CHARGES IN UNITED STATES MANY PROMINENT PERSONS LIEUTENANT GOVERNOR INCLUDED WATERBURY, Connecticut, May 20. Warrants have been issued for the arrest of Lieutenant-Governor Frank Hayes, who is also mayor of Waterbury, and 26 other prominent persons on charges of juggling city funds. The frauds are said to total, 1,000,000 dollars. Bail was allowed in amounts varying from 5000 to 25,000 dollars.
