FRAUD CHARGES IN UNITED STATES MANY PROMINENT PERSONS LIEUTENANT GOVERNOR INCLUDED WATERBURY, Connecticut, May 20. Warrants have been issued for the arrest of Lieutenant-Governor Frank Hayes, who is also mayor of Waterbury, and 26 other prominent persons on charges of juggling city funds.
