ADDRESS TO TECHNICAL TEACHERS. RELATIONS TO SOCIAL PROGRESS By Telegraph—Press Association. WELLINGTON, This Day. The annual conference of the Technical Schools Teachers’ Association opened today. The functions of technical colleges were dealt with by Mr L. R. R. Denny in his presidential address and art and education formed the subject of an important section of his observations. He suggested that the present need was a functional approach to art, a return to practical arts and crafts to learn from them the essential relations of art to social life and progress
