RULE ABOLISHED
BRITISH MINISTERS TO SPEAK AT BY-ELECTIONS. AUTHORITATIVE EXPOSITION OF POLICY. LONDON, April 27. Cabinet has abolished the rule, imposed in 1932, under which Ministers are not allowed to intervene in byelections. As an immediate sequel, four Ministers will speak next week at the by-election in Lichfield. There is a feeling the. Government policy needs a more authoritative exposition throughout the country.
