SECRET BALLOT PROPOSED MINISTERS CONFER (Recd This Day, 1.15 p.m.) LONDON, April 19. The “Time’s” Paris correspondent says M Daladier conferred at length with M Chautemps and Ramadier, discussing the preparations of a decree making a secret ballot compulsory in all cases where trade unionists are invited to vote on the question of a strike.
