BASIS OF MEXICO'S ACTION. RIGHTS AS SOVEREIGN NATION. MEXICO CITY, April 14. The Note to Britain shows that Mexico bases her refusal to return the British oil properties to the companies concerned upon Mexico’s alleged rights as a sovereign nation. The Note holds that any sovereign Government may determine at its own discretion what constitutes grounds for expropriation and that Mexican courts are above cavil. The President, General Cardenas, has ordered Mexican officials to make an appraisal of the values of the British and other expropriated companies with or without the support of the companies.
